  • Parking is available in Torrington on area streets, where permissible, or in one of our municipal parking lots. Parking in the immediate downtown area is regulated, per City of Torrington Ordinance, by parking meters and/or kiosks.

  • Paying for parking has never been more convenient! Coins (Quarters, Dimes, and Nickels only) are accepted at all meters and kiosks. Kiosks also accept cash and credit cards. Exact payment is highly recommended as kiosks do not give change.

  • Subject to availability, permits are available for purchase for use in our Riverview or Mason Street Lots. The City of Torrington does not allow for permitted parking on any City streets. Contact Traffic Division for more information.

    We work hard to make sure our meters are functioning properly. While we do our due diligence in maintaining our meters, we appreciate it when the public reports issues as they arise. Should you have an issue with your parking meter, please report it via email to the Traffic Division or call phone at 860-489-2018.

    Please Note: If you have been issued a ticket and feel that the meter was not working properly, you must notify us using one of the above methods within 72 hours of the ticket being issued. You will be notified of the outcome by phone or email.

  • All parking fines double after 10 days and triple after 30 days.

    All tickets now have an administrative fee of $3.50. If your fine does not end in 50¢, you may need to add on this one-time fee.

    You may pay a parking ticket in one of 3 ways:

    1. You can mail it in. The ticket itself is a pre-addressed mailer.

  • Parking in the City of Torrington is regulated by City Ordinance. Metered parking in the downtown area was enacted to promote short term parking in order to promote more availability to downtown businesses and their patrons. Vehicles parked in restricted zones, on sidewalks, or too near corners/intersections create obstacles to passing vehicles and pedestrians making their use of City streets and sidewalks dangerous.

  • Appeal requests must be received by the Traffic Division within 10 days of your receiving the ticket. Click the link below to complete your appeal request or come to the Traffic Division in person to fill out the appropriate form.   • Police ride alongs can only be scheduled after an applicant has completed the Torrington Police Ride Along application and waiver. The application must then be submitted through the chain of command and approved by the Chief of Police. View the Ride along forms (PDF).

  • Police reports can be obtained at the Record's window during normal business hours. The cost is.50 cents per page. Please complete and submit a Records Request form to initiate the document retrieval process. The PDF form is available at the bottom of this page.

    Accident reports are generally available 5 to 7 business days after the accident occurred, and are accessible online by using the following LexisNexis website.

    You may call in advance at 860-489-2020 to see if the report you are interested in is available.

  • If you wish to appeal a parking ticket, download the "Parking Citation Objection Statement" form, fill it out in duplicate and return it in person to the Traffic Unit at Police Headquarters within 10 days. You will be assigned a date and time to appear before the Appeals Hearing Officer once the Traffic Unit receives and processes the form.

    As a reminder, you will be notified by mail approximately two weeks prior to the hearing. If you are unable to attend the hearing, at least 24 hours notice is required to reschedule.

    Warning: all fines, fees, penalties and costs will be payable upon receipt of your judgment.

    If you fail to appear at said hearing, an assessment from default will be held upon you. All such unpaid liabilities will be collected by civil process under the jurisdiction of the Superior Court G.A. 18 as well as notification to the department of motor vehicles.

  • How to obtain property/evidence that was seized by the Torrington Police Department.

    Items or evidence related to a case that is connected with an arrest(s) are only released by the Court with a Court Order after the final disposition of the case.

    A Request for an Early Release of Evidence related to a case involving an arrest(s) can be completed when being deprived of the items seized by the police creates a hardship for the owner of the items. The request is made on a "Request for an Early Release of Evidence" form which is available at the Torrington Police Department. The form, once completed, should be forwarded to the Torrington Police Department Evidence Room to be transmitted to the appropriate court.

    Found property and all other property seized by police where there is no arrest associated with the case and the rightful owner is known may be returned to the rightful owner through an appointment with the Evidence Office. Found property and all other property seized by police where there is no arrest associated with the case and the rightful owner is not known will be held for 6 months. After the 6 month period the following applies:

    1. The property may be returned to the finder.
    2. The property may be sold at public auction.
    3. The property may be destroyed.
    4. The Torrington Police Department uses the services of Property Room website to auction unclaimed items of value.

    A permit is required by the City of Torrington in order to become an "Itinerant Vendor". All persons wishing to obtain a vendor permit should make themselves familiar with Chapter 158 of the Torrington Code which deals with Peddling and Soliciting. View the online Torrington City Code.

  • The Torrington Police Department periodically hosts a Citizen's Police Academy. When the class is held, Chief William Baldwin Jr. invites Torrington residents and business owners, who are twenty-one (21) years of age or older, to apply. The class size is restricted to twenty (20) individuals.

    The Citizen's Police Academy is designed to enhance awareness and allow citizens to participate with their police officers. The Department will obtain feedback and use the ideas gathered during these sessions to make the department more responsive to the community's needs.

    This is your opportunity to interact with your department and share ideas with the officers who serve your community.

    Some of the subjects that will be discussed during the ten (10) week Academy are: Arrest Procedures, Accident Investigations, Use of Force, Firearms, Emergency Services Teams, Drug Enforcement Investigations, Crime Scene Investigations and Motor Vehicle Laws.

  • We accept applicants between the ages of 14 and 20 years old.

  • Your child will be participating in a program that is both fun and educational. The exploring program instills core values in your child such as honesty, loyalty, and personal integrity while at the same time teaching them about the fun and exciting career they could have in Law Enforcement.

  • No, your child is more than welcome to join our program even if they have no desire to enter the field of Criminal Justice.

  • No, Explorers are never permitted to carry any type of firearm, baton, or pepper spray like device while in the post.

    However, the post will periodically visit gun ranges and receive gun safety and usage training from certified firearms instructors. Each Explorer may be issued a gun holster from the post for training purposes only. This holster will be used only during training and never worn outside of explorer functions.

  • No, Explorers do not have the authority to arrest anyone. However, Explorers may be required to have a pair of handcuffs for training purposes; these may be issued by the post or purchased by the explorer. These handcuffs are for training purposes only and should never be worn outside of explorer functions.

  • No, the post will provide all of your child's uniform needs except the following: A pair of black boots, a Duty Belt, black shoes, flashlight, undergarments, and personal items.

    The post will provide your child with other necessary equipment. If the explorer has a situation preventing them from being able to purchase them on their own, the post will work to assist the explorer and their family.

    However, because we are a not for profit organization we ask that if at all possible you purchase as much of your own equipment as possible. If you have a situation that requires further assistance please contact a Police Explorer Advisor and let us know.

  • Excluding the purchasing of equipment and uniforms; the post requires a non-refundable $150 annual membership fee to cover the costs of initial registration and insurance. The post also asks for some cost sharing throughout the year for traveling to competitions, the explorer academy and any social activities. The post often tries to cover half the cost of the event. Two installment payments of $75 can be made. The first payment is due by the first of January and July for each year your child is a member of the Torrington Police Explorers. If you require financial assistance to pay please contact us.

  • The Post will meet every Wednesday night at the Torrington Police Department from 6:30 pm until 8:30 pm. The post will also regularly have details and competitions that will take other days such as the weekend. Please be aware that this is a huge time commitment and that the post requires 75% attendance to all post functions.
