Police reports can be obtained at the Record's window during normal business hours. The cost is.50 cents per page. Please complete and submit a Records Request form to initiate the document retrieval process. The PDF form is available at the bottom of this page.
Accident reports are generally available 5 to 7 business days after the accident occurred, and are accessible online by using the following LexisNexis website.
You may call in advance at 860-489-2020 to see if the report you are interested in is available.
Please Note: Not all reports are releasable, disclosure may be limited by statutory regulation.

If you wish to appeal a parking ticket, download the "Parking Citation Objection Statement" form, fill it out in duplicate and return it in person to the Traffic Unit at Police Headquarters within 10 days. You will be assigned a date and time to appear before the Appeals Hearing Officer once the Traffic Unit receives and processes the form.
As a reminder, you will be notified by mail approximately two weeks prior to the hearing. If you are unable to attend the hearing, at least 24 hours notice is required to reschedule.
Warning: all fines, fees, penalties and costs will be payable upon receipt of your judgment.
If you fail to appear at said hearing, an assessment from default will be held upon you. All such unpaid liabilities will be collected by civil process under the jurisdiction of the Superior Court G.A. 18 as well as notification to the department of motor vehicles.

How to obtain property/evidence that was seized by the Torrington Police Department.
Items or evidence related to a case that is connected with an arrest(s) are only released by the Court with a Court Order after the final disposition of the case.
A Request for an Early Release of Evidence related to a case involving an arrest(s) can be completed when being deprived of the items seized by the police creates a hardship for the owner of the items. The request is made on a "Request for an Early Release of Evidence" form which is available at the Torrington Police Department. The form, once completed, should be forwarded to the Torrington Police Department Evidence Room to be transmitted to the appropriate court.
Found property and all other property seized by police where there is no arrest associated with the case and the rightful owner is known may be returned to the rightful owner through an appointment with the Evidence Office. Found property and all other property seized by police where there is no arrest associated with the case and the rightful owner is not known will be held for 6 months. After the 6 month period the following applies:
- The property may be returned to the finder.
- The property may be sold at public auction.
- The property may be destroyed.
- The Torrington Police Department uses the services of Property Room website to auction unclaimed items of value.

A permit is required by the City of Torrington in order to become an "Itinerant Vendor". All persons wishing to obtain a vendor permit should make themselves familiar with Chapter 158 of the Torrington Code which deals with Peddling and Soliciting. View the online Torrington City Code.

The Torrington Police Department periodically hosts a Citizen's Police Academy. When the class is held, Chief William Baldwin Jr. invites Torrington residents and business owners, who are twenty-one (21) years of age or older, to apply. The class size is restricted to twenty (20) individuals.
The Citizen's Police Academy is designed to enhance awareness and allow citizens to participate with their police officers. The Department will obtain feedback and use the ideas gathered during these sessions to make the department more responsive to the community's needs.
This is your opportunity to interact with your department and share ideas with the officers who serve your community.
Some of the subjects that will be discussed during the ten (10) week Academy are: Arrest Procedures, Accident Investigations, Use of Force, Firearms, Emergency Services Teams, Drug Enforcement Investigations, Crime Scene Investigations and Motor Vehicle Laws.
