K-9 Units

Currently, the Torrington Police Department has two K-9 teams

Officer Justin Deloy & Titus

Officer Justin Deloy has been a Torrington Police Officer for 20 years, having joined the TPD in May of 1999. Officer Deloy and his new K-9 "Titus" became a team in May of 2015, completing their K-9 Academy training at the Connecticut State Police Canine Academy. They are currently assigned to the dayshift.

Officer Richard Loucks & Pharaoh

Officer Richard Loucks began working as a Torrington Police Officer in January of 2013. Officer Loucks was assigned his partner, Pharaoh, in March of 2016, and the team has been assigned to the midnight shift since completing the Connecticut State Police Canine Academy.

Each officer works within the Patrol Division and are routinely seen on patrol throughout the city. Each K-9 assists their respective handler in the apprehension of suspects, locating missing/wanted persons, evidence recovery, and building clearings.

Titus and Pharaoh are also cross trained in narcotics identification and often assist in drug investigations (detection). Both K-9 teams are also members of the TPD Special Response Team (SRT).

Both teams have participated in demonstrations for PAL and DARE events, cub scout groups, girl scout groups, elementary and high schools, as well as colleges and civic organizations.
